Daily News Editorial: Rail pass -- Leaders better find out if Californians still want a $100 billion train

It has been three years since voters had a say on California's proposed high-speed rail system. By passing Proposition 1A, they approved billions of dollars in bonds and embraced the futuristic plan to link the state's north and south at 220 mph.
